Upscaling Creative Manufacturing: Building Infrastructure for WNC’s Craft Economy

The Upscaling Creative Manufacturing initiative is a multi-year regional effort to expand and sustain the craft and artisan economy in Western North Carolina. Led by Land of Sky Regional Council, in partnership with Craft Your Commerce at Mountain BizWorks, Center for Craft, and ArtsAVL, the project focuses on transforming the region’s strong creative heritage into a resilient, scalable, and competitive economic sector.

Phase 1: Planning (2021–2023)

Supported by the Appalachian Regional Commission and Dogwood Health Trust, the initiative began with extensive research and stakeholder engagement across the region. The resulting Creative Manufacturing Sector Development Plan outlined 24 recommendations and 6 key support systems to grow the sector.

Top findings included:

  • Primary assets: Strong community support, deep craft traditions, and collaborative culture
  • Top challenges: Rising cost of living, undervaluation of craft, lack of infrastructure
  • Key needs: Affordable space, government investment, brand development

Phase 2: Implementation (2024–2027)

The project is now in the implementation phase, focusing on five high-impact strategies:

  • Training & Entrepreneurial Ecosystem Expansion
  • Facilitated Growth Funding for Creative Manufacturers
  • Increasing Market Access
  • Shared Spaces and Equipment
  • Building the Creative Manufacturing Business Network

These priorities are helping local makers transform raw or reclaimed materials into high-quality finished goods—ranging from furniture and home goods to textiles and metalwork—with a focus on utility, durability, and distinctive design.

Current Priorities and Timeline

In 2024, project partners adjusted their approach in response to domestic manufacturing shifts and the impacts of Hurricane Helene. The focus now includes:

  • Enhanced support services
  • Marketing and brand development
  • PR campaigns to elevate WNC craft nationally
  • Ongoing advocacy and regional coordination

Implementation will continue through 2028, laying the foundation for a stronger, more connected craft economy in Western North Carolina.
